How can I add a newborn to an existing DTV visa while in the USA?

Hi everyone! I wanted to ask if anyone has any experience processing an application to add a newborn to an existing DTV visa while I'm the USA? I have read mixed information about the length of time and required paperwork (differing bank statement amounts, for example). Any info or advice would be very helpful!

A newborn doesn't really need a visa until they turn 15.

Certain overstays are OK for someone if they have no control over it. Such examples is with the recent flooding and the covid19 shutdown where commercial flights / transportation were not allowed to run so you couldn't leave even If you wanted to (especially If you were on an island with no boats running)

You applied for your DTV using this website, you apply for a DTV for your newborn the same way using another purpose

You can't add them to an existing DTV, they need their own DTV as the dependant of a parents DTV
