TLDR : Answer Summary
When applying for the DTV Visa in Thailand, only the primary applicant needs to enroll in classes, while the spouse can apply as a dependent without needing to prove remote work or course enrollment, but must demonstrate financial means. Additionally, the class enrollment is typically required for initial application but may not need to be repeated annually.

So, the Primary Applicant applies and gets the DTV first and later the other person applies as a dependent and this dependent applicant doesn't need to prove remote work or soft power course but financial means, yes.

Just one the other then applies as spouse. A 6 month course gets you a 5 year visa.
