TLDR : Answer Summary
The use by date on a multi-entry visa indicates the final day by which you must enter Thailand. If you do not enter by January 21, 2024, the visa will be voided regardless of the length of stay allowed once you enter.

Also if you apply for any type of visa and the application is refused, there's no refund.

It looks like you bought your visa 90 days before January 21st 2024, and did not enter Thailand before that date. Now you start over, as that visa is now voided, as you did not enter Thailand within those 90 days the visa had to be used by. You also get no refund.

It's the last day you can still enter.

The use by date on a visa is the last day you can enter Thailand and use that visa. If that date has passed you can no longer use the visa.
