TLDR : Answer Summary
The original poster (O/P) has a multi-entry retirement visa, which was clarified to be a year extension of stay from Thai immigration and a multiple re-entry permit valid until August 2020. They can travel freely without needing to pay additional re-entry fees until that date.

Okay, I messaged the O/P to clear up what they were calling a "multi-entry Retirement Visa.
What they actually have is a year extension of stay from the thai immigration office in Udon Thani and a multiple re-entry permit both that are good until Aug 2020.
They can come and go all they want and they'll be stamped in until Aug 2020 when they come back.
