TLDR : Answer Summary
The requirement to file a new TM30 when returning to Phuket from Bangkok depends on the policies of your local immigration office and if your accommodation in Bangkok files a TM30 for you. While some areas may not require a new filing if you're returning without leaving the country, Phuket generally requires a new TM30 filing whenever you stay away from your registered address.

Yes. Phuket requires a new TM30 filing whenever you stay away from your home.

If you aren’t using the online filing system it’s super easy to do using the drive through window in Phuket Town. Simply hand them your passport with the old TM30 receipt in it and they’ll update the system and give you a new date stamp.
I know that I would have to file a new tm30 what I was concerned was that since my ovisa application paperwork was accepted and waiting final approval for stamp it would mess things up .
it shouldn't have any effect on your application. You're not locked in your house during the under consideration period.

That depends on the policy of your local immigration office and if wherever you'll be staying in Bangkok will be filing a TM30 for you.
Each TM30 replaces the previous one so if there won't be anyone filing a TM30 for you in Bangkok then there's nothing for you to do.
If they will be filing then you need to find out what your local immigration policy is. Some do not require you to file a new one when you return home if you didn't leave the country, but some want a new one every time you return home.
