TLDR : Answer Summary
If you arrive in Thailand on 15 May and depart on 12 August after 89 days, you can skip the 90-day reporting requirement, as it applies only to stays that extend beyond 90 days.

as I understand it, if you're in Thailand on Day #90, a 90 day report is required. The arrival day counts as Day #1. So you are correct, it's 90 days.

I've also heard if you're leaving on the 90th day it can be ignored. Oh well.
