Ok thank Tod.My next 90 day report is in 6 weeks time would i be able to do the change of address at the same time or would they fine me for not notifying them earlier?

in bangkok they don't care about the TM.30 form and you will be fine doing your change of address when you do your next 90 day report

If you're on an extension that does 90 day reporting you need to go file a Tm28 change of address for with the immigration office
