TLDR : Answer Summary
The user currently holds a Thai wife visa and is considering switching to a yearly Non-O visa through Savannakhet. Key points include the fact that switching to a Non-O visa will eliminate the need for the 90-day report as it allows for only a maximum stay of 90 days per entry. Required paperwork for obtaining the Non-O visa at Savannakhet includes copies of the marriage certificate, wife's Thai ID, house registration book, and passport data page, without any financial requirements.

There's a BIG difference in getting yearly extensions of stays at your immigration office based on marriage to a thai and going to Savannakhet and getting a year-long, mult-entry Non-O visa based on marriage.
For one, you would never need to do a 90 day report on the visa you'd get from Savannakhet because you can't be in the country longer than 90 days with it.
You have to exit/re-enter the country every 90 days to get another 90 day stamp.
As far as the paperwork you'd need, it'd be: copies of the marriage certificates, your wife's thai i/d, her house book listing, the data page of your passport and that's about it.
There are NO financial requirements in Savannakhet to get that visa.
