Am I able to change over to the visa at Savannakhet, Laos?
2. Does Savannakhet still issue visas without the need to meet the financial requirements?

you are not changing visa. you will apply for a whole new visa at Savannakhet.
when you leave Thailand at the end of your current stay without re-entry permit, your current stay would get no longer valid. Then you apply for a new multiple entry non-o based on spouse to a Thai national and enter Thailand on that visa being stamped for 90 days.
as of today, savannakhet doesn’t require financial proof for multiple entry Non-O based on marriage to a Thai.
