Do I need to apply for E visa now when returning to country?

I am doing a border run next week and one of my friends is telling me I need to do E Visa now before I come back to Thailand. I usually just come back with no problems. Has there been any changes? I still thought it was 60 day

TLDR : Answer Summary
You do not need to apply for an E Visa before your border run to Thailand. There have been no recent changes to the visa requirements, and while there was a proposal for a travel authorization, it is currently on hold and unrelated to the E Visa. Travelers can continue with the standard procedure of a border run to obtain an additional 30 days in Thailand.

There have been no changes. There is a government proposal about the possibility of needing a travel authorization but no one even knows if or when that will happen as it's currently on indefinite hold while they try to figure out what they are doing. It also wouldn't be e-visa, it's something completely different.
