Hi everyone, we are going to Laos on Monday to get a 3 month visa so that we can reapply for our retirement visa. This means starting afresh, does that mean we have to have health insurance? My husband will be 78 next month and can not get insurance.

You cannot get an O-A visa from ANY thai consulate other than one in your home country. IF you are not doing that (and only getting a Non-O visa then a yearly extension you do not need insurance)
The new requirement to have health insurance only applies to applicants for the non immigrant OA visa that you get from your home country. It does not apply to non immigrant O visa applications (at this stage at least)
It is for our retirement visa, we could not renew in normal manner( been here 13 years), and not enough money being transferred, but in November, no problem.
