I'm applying for my non immigration 0 visa based on marriage to a Thai national from Australia. Does anyone know if I need a 12 month cover for covid or 90 days as I need to exit Thailand every 99 days.

You don't need health insurance for the visa. Thai pass needs health insurance, 30 days should be enough if you have a non immigrant visa.
