there is nothing in thai banking rules that stops someone on a tourist visa, a visa on arrival or a visa exempt entry from opening a bank account.

You cannot use money in your account in your country to meet the financial requirements. To do that you would need to get the affidavit of income from your embassy/consulate here

I am confusing about. 400k baht income how is that tourist visa how open account or show them my home town statement now

You go out to Chaengwattana and check in with Section C-1. They will give you a hand out that has the requirements so you can apply for a 90 day Non-Immigrant Type O visa based on marriage to thai.

You need at least 15 days left on your current stamp to apply for the Non-O visa because it goes under consideration for 14 days before you go back and get the visa inked into your passport.
