Do I need to have a ticket for leaving Vietnam when applying, or is it enough to have only a ticket for entering the Vietnam ? Will I be allowed to enter with just an entry ticket?

Technically you need a ticket but I've never seen immigration check. Airline staff MAY check before boarding the flight to Vietnam and deny boarding. Some people just buy a cheap throwaway bus ticket HCMC to Phnom Phen to be on the safe side.
DTV application you just need to put the flight number.
Edit: May also depend on your passport country. As everywhere in SE Asia certain nationalities get the short end of the stick...
