TLDR : Answer Summary
The TM30 form can be filed online by your landlord, so a power of attorney is not necessary if they choose to register for the online service and provide you with access.
Robert *******
he can make the report on line, by using the app for mobile phone, so the excuse that he is not in the area is not an excuse.

Or he could register for the online service and then give you the user ID and password, so you can do it whenever you re-enter the country.
