I am just preparing for my first 1 year non o retirement visa/permit to stay/ multi entry visa extension.I am unsure about whether you need to actually book a return flight or not. They ask for intended arrival and departure dates on the multi entry form. Thanks

TLDR : Answer Summary
When applying for a Non-O retirement visa extension, it is not necessary to book a return flight. You can estimate your intended dates of arrival and departure on the multi-entry form without having a confirmed return flight.

If you're asking specifically for the re-entry permit application, it really doesn't matter what you put. Just make a guess, put a date, and then get your permit that you can use for the entirety of your extension. You don't need to book anything.
