The staff at the Rayong immigration office are really friendly and helpful, but they are very strict on 90-day reporting and notification of new address. They are motivated by fee generation, and won't hesitate to enrich themselves when they spot a technical violation.

You file your 90 day report with the immigration office where you live. Once you file the change of address (and the TM.30 just for good measure) down there that's where you do your 90 day reporting from then on.
