TLDR : Answer Summary
You must collect your Thai wife non-O visa extension on the specified date as it is the date the visa will be issued and come into force. Going after this date may result in a gap in your immigration status. However, for certain locations like Samut Prakan, there may be a slight allowance of up to five days after the specified date, but not before.

For Samut Prakan immigration, if we cannot make it on the specified date, we can collect it within a week (5 days) AFTER the date specified. The immigration said it cannot be BEFORE the specified date. Hope it’s helpful.

No allowance, you keep that day free to stay legal

As James said, you must go on the date given, as this will be the date it is issued and comes into force, if you go on later date there would be a gap between expiry of consideration period and day you go in where you have no permission to stay, so would be on an overstay & apart from the fine they may refuse to issue a visa extension.
