You can always buy a car, don t need to have a visa for this, only certificate of residence which you can get as a tourist also

yes, why would you need a work permit to buy a car? Retired people would not be allowed to buy in car…..

People have been having difficulty opening bank accounts themselves on the DTV. They are finding success by paying an Agent. Yes, you can buy a car but you need a Certificate of Residence from Immigration. Each office has different requirements to issue this. As an example, Jomtien will issue one as long as TM30 is registered with them. Bangkok requires the TM30 and a 90 Day Report (Information is correct as far as I know but things can change overnight here πŸ™‚ )

I paid an agent in Bangkok and got a certificate of residence without the 90-day report, only with a TM30. Bought a motorbike, no issues

Unfortunately not. The problem is each location is run like a little fiefdom. The rules in Jomtien may be different to Chian Mai to Samui etc. There areocal groups you can join and probably best to ask specific questions. I currently report in Jomtien so follow what happens there and probably moving to Chiang Mai so been following there. I have no clue though for example how Phuket or Samui operate.
