TLDR : Answer Summary
Yes, you can buy a car while on a DTV visa in Thailand; a visa is not required for the purchase, only a Certificate of Residence which can be obtained even as a tourist. However, opening a bank account on a DTV visa can be challenging, and many have had success by using an agent. Requirements for the Certificate of Residence can vary by location, with some offices requiring a registered TM30 and possibly a 90-Day Report.

@Danny **********
yes, why would you need a work permit to buy a car? Retired people would not be allowed to buy in carโ€ฆ..

People have been having difficulty opening bank accounts themselves on the DTV. They are finding success by paying an Agent. Yes, you can buy a car but you need a Certificate of Residence from Immigration. Each office has different requirements to issue this. As an example, Jomtien will issue one as long as TM30 is registered with them. Bangkok requires the TM30 and a 90 Day Report (Information is correct as far as I know but things can change overnight here ๐Ÿ™‚ )

I paid an agent in Bangkok and got a certificate of residence without the 90-day report, only with a TM30. Bought a motorbike, no issues

do you know of a FB group where someoneโ€™s keeping track of the latest government changes?

Unfortunately not. The problem is each location is run like a little fiefdom. The rules in Jomtien may be different to Chian Mai to Samui etc. There areocal groups you can join and probably best to ask specific questions. I currently report in Jomtien so follow what happens there and probably moving to Chiang Mai so been following there. I have no clue though for example how Phuket or Samui operate.
