TLDR : Answer Summary
Users confirmed that it is possible to open a bank account in Thailand with a DTV Visa, provided you have the necessary supporting documents. One commenter mentioned that Tik Tok Services in Pattaya offers assistance with this process for a fee, and it's noted that opening an account is feasible with various visa types, including tourist visas.

In Pattaya Tik Tok Services can help you open a bank account on any visa ie even Visa Exempt. cost is about 4 or 5k THB - forgot which these days. There are other agents available but most use the same bank.
