I went to 8 different banks in Chiang Mai, they all said no so I went to Pattaya to get one through an agent.

Banks in Thailand are like everywhere in the world, interested in having good stable custormers, that have a permanent address, a steady easy traceable income, and use the account all year round.

That is why the banks are reluctant to give accounts to people on short time ( read: tourist ) visas which DTV is, and who only spend part of the year in Thailand.

Don’t expect to get a residence certificat, until you have stayed at a permanent adress in at least 3 month, since that is what the residence certificat should confirm.

Furthermore the added attention on whitewashing of money, is an added burden on the banks, so even depositing large amounts isn’t a guaranteed way to open an account.

The value of a resident certificat, had gone down, since Immigration Officers are giving them to people that are not on a longterm visa, or have stayed severel months at 1 adress in Thailand, so even if it is a formal requirement, the bank make up their own assesment of the stability of the want-to-be customer.

You can get a residence certificate from staying for 1 night in a hotel. They give you the TM30 and you head to immigration to get the certificate. Means nothing in reality.

That’s why Banks aren’t interested in residence certificats anymore, they want to see you document your whereabout in other ways.

Do a search on here for it, there have already been many threads, and some Bangkok Bank Branches are accepting DTV to open with certain documents.

It's a bit silly I was able to open a bank acct on a 6 month muay thai visa in 2019 but it's harder to on a 5 year DTV one lol. If they want me to bring money in and pay taxes I need a thai bank account! Isn't that the whole point 😛

When I needed to open a bank account 8 years ago for the retirement visa, SCB and 3 other Thai banks refused to give me one. They all wanted to see a working permit, which you don't have as you're a pensioner. Finally I got a Kasikorn Bank account within a few minutes.

Just pay an agent so you don't have to bother with all the hassle, yeah of course you pay more but you will save on time and effort.

Why would a bank employee need to be corrupt? There is no law on whether a foreigner can open a bank account on any visa status, therefore by opening an account for them isn’t breaking any laws.

It’s just that the paperwork needed may be more than they want to handle so it’s easier to say no rather than actually do.

You can open a bank account on a DTV. The hard part is finding a branch manager that will let you.

The specific documents needed will vary from branch to branch and also depend on your nationality.

Many people just find it easier to use an agent to open an account.
