TLDR : Answer Summary
The discussion revolves around the use of emergency passports for entering Thailand. While an emergency passport may generally be used for travel, especially in returning to one's home country, its acceptance for obtaining a 60-day tourist visa in Thailand is not straightforward. One commenter shared their personal experience with a UK emergency passport, detailing that it allowed them entry into Thailand for a short stay and facilitated the transfer of an existing visa. However, the comments suggest that rules may vary depending on the issuing country and that it's essential to check with embassies or immigration authorities for specific policies regarding emergency travel documents.

I have done this before. I had to obtain a UK emergency passport as mine was stolen in Cambodia whilst on holiday from Bangkok.
Each country has a list of other countries that they will accept emergency passports from. If your country is not on the list you either travel to a country that does accept you or you have to travel to your country of origin.
Emergency passports are only valid for a short period of time and intended to allow you to travel until you obtain new passport.
Again each country has its own rules on what it will allow you to do in their country.
As a UK emergency passport holder I was permitted to enter Thailand, my friend from Laos was not!! (both passports stolen).
On arrival in Thailand I was stamped in for 30 days. I then went to immigration and they transferred my still valid retirement visa into emergency passport (they have all details on their system). I then applied for new UK passport, when it arrive I again went to immigration and the details were passed to my new passport. Your emergency passport is immediately invalid when a new passport is issued.

You could ask the US Embassy for clarification.
But as a general rule, an emergency travel document (Passport) only entitles you to travel back to your country of origin on an agreed travel itinerary.

I have heard this from even professional Visa agencies yet I used mine so far to go to Malaysia and back to Thailand with no problem and also had it extended for an extra 30 days with no problems at all. I think there is a lot of miss information about these "emergency passports" that needs to be declared up. I just wish someone had the clear answers between the embassies ect. Hopefully someone here has first hand knowledge but I know it is a rare situation to have to get the Emergency Passport. For me my passport eventually ran out of pages to get stamped on s had to get the temp "Emergency Passport"
From what I know an emergency passport lets you leave a country to go back to your home country. I am surprised that countries other than your home country let you enter with this passport.

What is an “emergency visa” supposed to be? Never heard of that. Else, what Phil said.
