TLDR : Answer Summary
A tourist who enters Thailand with a 30-day visa exemption cannot change their status to a Special Tourist Visa (STV) while in Thailand. However, extensions are possible under certain circumstances, especially for Ukrainians due to the ongoing conflict, who may be allowed to extend their stay beyond the initial 30 days by obtaining a letter from the Ukrainian Embassy.

They are both ukrianian just came here with visa exampt 30days to escape from the war. what is the best option to keep extending only within Thailand without oneday run to the boarder? They can only extend another 30 days for 2 times within Thailand for now? thank so much!
they can only extend the initial entry 1 time. For additional extensions beyond that they can get a letter from the Ukraine embassy in Bangkok which allows them additional extensions at the request of the embassy
go to immigration both Russians and Ukranians are allowed to extend because of the conflict. There is a hotline number for this

No, you can't get the STV in Thailand.

You can’t get a tourist visa IN Thailand. An STV is a tourist visa so the answer to your specific question is no.
You can change visa types or get different extensions off a visa exempt entry, but that would depend on your circumstances and we would need more specific info as to advise which option may suit you.
