what Thai government is really concerning on is, foreigners without enough financial means to live in Thailand. If they have enough money to live in Thailand, they already get proper visa or permit like DTV, LTR, or Elite visa, or older for retirement options.. the main issue with them without enough financial means to live in Thailand is when they run out of money to survive in Thailand, they are easily falling into criminals or illegal business. Because they can not get right working permit, how can they work or live in Thailand? so their last option might be illegal business or illegal working.. There are some foreigners who really did so and do so in Thailand. Also, when they do not have enough money in Thailand, they can be a social burden to Thailand like accidents and emergent cases.. Thailand has been suffering for many years from such foreigners.. If a foreigner with enough money wants to live in Thailand, Thailand does not bother him at all. and there are some good options to choose.

Apply for tourist visa from Thai consulate in your home country. No guess work there. You will receive the visa or not!

The only person that can tell you if you will be allowed to enter or not will be the immigration officer you will stand in front of at the time. I can't help but feel there is something missing from your story though, why did you abandon your belongings?

If you can’t afford to pay 5,000baht per month to secure your belongings left in Thailand, then surely you can’t afford the visa you will likely require, having maxed out your last two visa exempt entries! Also you would likely be required to show the equivalent of 20,000baht in cash before passing through Immigration.

Time to do some Arithmetic!
