Have 2 questions needing clarification:

(1) Is it possible to apply for a Tourist Visa whilst in Thailand?

Reason is the 2nd 60-day exemption+30 extension is about to expire.

(2) Any instructions/info on how to catch train/bus from Bangkok to Chong Mek/Vang Tao (Laos Border).

(a) can buy/pay at the ticket office or require advance reservation?

You are already in Thailand as a tourist, and you cannot get a tourist visa while you are in Thailand. Tourist visas are only available from Thai embassies and consulates outside of Thailand, and you must be inside of the jurisdiction of the embassy to apply there.
