Question : is it possible to apply for student visa even of the Amnesty ?

Here's my opinion:

1. IF you're currently outside of Thailand and you want an ED visa, you can apply for it as normal at your local Thai consulate.

2. IF you're inside Thailand, and currently on an extension of stay based on being a student, you are NOT covered by the amnesty and should continue getting your extension of stay based on being a student as normal.

3. IF you're inside Thailand, and you're currently on the visa amnesty, I would assume you can not convert that amnesty to an Extension of Stay based on being a Student, and you would have to leave Thailand and return. My advice is to ride out the amnesty until no later then July 31, leave Thailand, and get a new ED visa.

an ED visa that you acquire at a Thai consulate?

an Extension of Stay based on being a student that is acquired inside Thailan?
