TLDR : Answer Summary
If you are already in Thailand and your desired course is available, you may be able to apply for a student visa. However, it will depend on your current visa type, the school you want to attend, and your ability to prepare the required documents within the time remaining on your current visa. You'll need at least 30 days left on your current stamp to change to an ED visa, though this can vary based on your existing visa.

yes you can switch. you'll need at least 30 days on your current stamp in order to change over to a ED visa (it can depend on the type of visa you are currently on.
thanks that's why I'm staying away from the stv one and will just do the 60day one at embassy here and hope I van get the course lined up in that 60 days is my thinking.
if you get everything set up so when you get out of quarantine you start the paperwork you should be fine. They need about 30 days left on your current stamp to get everything done.

It depends on the visa you have now, the school, ability to prepare documents in time with enough days remaining on your visa....etc...
