Just wondering, can you apply for a re-entry permit at any immigration office or just your local one or the airport?

TLDR : Answer Summary
You can apply for a re-entry permit at any immigration office if you hold a tourist visa stamp or extension. However, if your extension is based on a Non-Immigrant visa, it's best to go to the immigration office where your extension was issued. Additionally, you can also apply for a re-entry permit at the airport when leaving Thailand.

Do it at the airport. 1200 baht, they do everything - forms and photos. Takes about 15 mins. Just before Immigration at Swampy, after immigration at DM. The signs pointing the way are so obvious you can't miss them

If you have tourist visa stamp/tourism extension, you can apply for re-entry permit at any immigration office (but may need TM30).

If you have Non-imm based extension, you most likely need to go to the immigration office where issued your extension.

In either case, you can apply for re-entry permit at the international departure airport when you leave Thailand no problem.

would that be, before or after you pass through immigration on departure at the airport?

If before, where is that located at the airport?

location varies for each airport. One thing common is, it's located in the restricted area after you check in to your flight.
