I have a friend with 'under consideration' stamp. He wants to fly out to get a Non-Imm visa from outside. Question is can he fly out and apply for new visa during 'under consideration' stamp?

Yes, if you leave the Kingdom with an Under Consideration stamp, you get normally stamped out. The under consideration period will be cancelled if the person does not use the Re-Entry Permit and permission of Immigration to travel.
I do not know the reason of application at Immigration and the reason of this under consideration stamp, my answer is the standard procedure from the Thai Immigration.
