I'm here on a 60 day tourist visa. Can I get my 30 day extension at any Thai. immigration office or must it be an office in my district of residence.

Ok can be anywhere you are still on tourist visa so dont worry so much about TM 30.

yes covid extension for sure 100 %, extension on a tourist visa i have done loads and so far they seem to be treating same as pre covid days where they dont ask for proof of residence.

Where your TM30 was filed. If it was filed in Ratchaburi (for example) you must use Ratchaburi immigration office

I’d say any! When I went to Muang thong Thani they didn’t ask for a TM-30 or proof of where I was staying. So I could be from anywhere.

However you have to go to an immigration office that is doing these extensions. Ie in bangkok you have to go to muang thong Thani you cannot go to chaeng wattana.
