TLDR : Answer Summary
You can get a 30-day extension for your 60-day tourist visa at any Thai immigration office that processes such extensions, but it's generally advisable to go to the immigration office corresponding to where your TM30 was filed. Some users have reported being able to extend their visas at offices that did not check their TM30 or proof of residence, but it is safest to go to the office in your district of residence.

Where your TM30 was filed. If it was filed in Ratchaburi (for example) you must use Ratchaburi immigration office

I’d say any! When I went to Muang thong Thani they didn’t ask for a TM-30 or proof of where I was staying. So I could be from anywhere.
However you have to go to an immigration office that is doing these extensions. Ie in bangkok you have to go to muang thong Thani you cannot go to chaeng wattana.
