TLDR : Answer Summary
The user is seeking information on applying for a Non-O visa while currently on a tourist visa in Bangkok, given that his wife is from Chiang Mai. Comments suggest that it is possible to apply at Chaeng Wattana in Bangkok, but specific documentation such as a Bangkok address and a stamped copy of the wife's house book may be required.

, you're also going to have to use a bangkok address when you apply AND if your wife's house book is from Chiang Mai you're going to have to go to an amphur and get the copy stamped, the closest amphur to Chaengwattana is the one in Laksi.
, yep, your rental contract down here will work, but make sure you have a copy of the landlords i/d and their house book listing on the property you rent at. They sometimes ask for those things too
You can do it at Cheang Wattana, easiest is to walk in and ask the hand out, tick all when making the copies. You need at least 15 days of Stay left on your current stay.
Yes, 400.000 Thb minimum in Thai bank on your name for 2 months prior the application date, OR 40.000 Thb minimum income, certified by Embassy if from abroad or with tax payments if salary inside Thailand.
