TLDR : Answer Summary
The TM30 registration for a residence must generally be done by the property owner, who holds the necessary credentials to log into the system. However, if the leaseholder's details are included in the lease, housebook, and ID, they may be able to issue the TM30 themselves. Upon returning to the same address in Thailand, you usually only need to present your passport with the most recent stamp to obtain a new TM30 if you're already registered at that address.
I can confirm that if returning to the same address after returning to Thailand, all you need to obtain another TM30 is your passport showing most recent stamp. Quick and easy at Chiang Mai ๐
the registration of the house or residence itself in the TM30 system can only be done by the person holding the blue housebook. In this case this would be the owner who can report the guest per TM30 - he got the needed log-in info and the password
