No you can not as i rent a private residence and have for 4 years ,You have to go to immigration within 3 days with passport and copy of residence you are staying . I do at jomtien immigration. Take 10 minutes. If you rent in motel or a residence ( not private) they do for you

You need signed copies of the house book and ID of the home owner to do on their behalf. Can't do at the border, you need to do at the immigration office, in the province that you are staying. Some provinces allow you to do ot the local police station, but better to go to the immigration office.
it can actually be done online my girlfriend does it every time I visit.

What I did was, first night in a hotel. Next day to immigration with a copy of the house book person you are living with id card they asked for their telephone number . TM30 done.

What do you mean at boarder? The house owner/land owner does the TM30 to report a foreigner staying at their house. It is to be reported within 24 hrs of the foreigner using the accommodation.
