TLDR : Answer Summary
The APEC card can be used for short-term business meetings in Thailand, allowing for a maximum stay of 90 days. However, it is not a substitute for a Non-Immigrant B visa or work permit. Current travel restrictions due to border closures could affect its use. Once flights resume, it remains unclear what the specific entry requirements will be.

NO, an Apec card is a total different thing than a Non Immigrant B visa and a Work Permit used to work inside Thailand.

I'm going to say the question is moot because the borders to enter Thailand are closed.

Apec card is for short time business meetings, it will give you a maximum stay of 90 days.
