NO, an Apec card is a total different thing than a Non Immigrant B visa and a Work Permit used to work inside Thailand.

after the non-b expires, he can stay no later then July 31 on the automatic amnestySam *****

I'm going to say the question is moot because the borders to enter Thailand are closed.
