TLDR : Answer Summary
No, the 90 days of stay granted by an APEC card cannot be extended. If one wishes to stay longer, the only option is to exit Thailand and then re-enter to obtain a new 90-day stamp.

nope can't get anything but a "7 day application for extension denied" week stamp to leave Thailand for 1900baht. They need to bounce out and back in to get a new 90 day APEC entry stamp
