TLDR : Answer Summary
It is not possible to apply for a Thai Elite Visa at a Thai consulate. Instead, you must apply through the Thai Elite company, which assists you with the application process from outside Thailand. Once approved, they will meet you at the airport to place the visa sticker in your passport. Communication is maintained via email during the application, and you'll need to seek special permission from the Thai Embassy in London to enter Thailand.
you exchange emails with them during the application process if you do it from outside Thailand. With their email confirmation you can apply at the Thai Embassy London for the special permission to be among the group of people who are allowed to enter Thailand. Government has just announced that they EXPECT to include Elite Visa holders . . . .nothing written in stone, yet
those who apply at the Thai Embassy or consulate for the special entry permission, ALL except Thai nationals need to show the insurance, a fit-to-fly certificate and a test result for Covid19 not older than 72 hours . . .source PattayaMail: "A spokesperson for Thailand Privilege Card said, โWe are very pleased that current elite visa holders may be given preference as Thailand begins to allow foreigners back.โ However, they will still be subject to pre and post coronavirus tests and certification, compulsory 14-days quarantine in a government facility and comprehensive medical insurance worth at least US$100,000"
yes I too noticed it doesn't make sense. It should just say "Foreigner who have an Elite Card". You are not allowed to work inside Thailand with the Elite visa. You can however work abroad and return on the elite visa anytime. I guess we have to wait and see how this will play out
