TLDR : Answer Summary
In Thailand, it is generally required for the applicant to submit the certificate of residence application in person. However, there are exceptions where a Thai Power of Attorney may allow someone to submit the application on behalf of the applicant. Some users noted that certain agents or representatives, like those from a motorbike dealer, have been able to handle such submissions, implying that delegation is possible under specific conditions.

The honda dealer did it for me when i bought a motorbike. So you not need to do it yourself

I would think the individual would need to go themselves unless you have a Thai Power of Attorney, maybe.
