Can someone else report a TM30 if the visa holder is unable to do so?

Got a TM30 related question:

My father has a Non-O visa as a volunteer. Earlier this month, he went back to his native country because of a medical emergency. However, the orphanage he is being part of needs him back next month while he is not yet fully recovered.

Hence the question: Supposedly that my dad came back to the Kingdom before fully recovered and are not physically able to do the "I am back" report, is there an alternative? Can someone else report for him?

Update:

My dad already has TM30 done. What I am asking is the "report within 24 hour part."

Personally I would say, let him stay home. If he is not even able to make a visit to Immigration how can he run a orphanage. I wish him a speedy recovery and when fit enough a safe travel to Thailand.

That's what we thought and not what he thought. Right now, we may not be able to stop him. We maybe able to shorten his trip.

First off please tell him to look after his own health before anything else.

What are his living arrangements? If he doesn't own the property then he would be liable to submit the TM30. That would be down to the landlord or property owner. The apartment I live in is in my wife's name so she has to do my TM30.

No need do in person, you just need bring his TM30 paper and passport, anyone can do on behalf. Especially he already had it done 1st time, any trip after the officer just stamp updated date on same paper ~am talking this in Chiang Mai, not sure if other office will be same

The owner of the premises or managing person can do a report for someone who is staying there.

My landlord did my first report for me at the place I rent...
