Whether your wife can travel with you has nothing to do with the law.
The new law doesn't take effect until January, so it's up to the embassy you'll be applying at to decide if they will allow your spouse to apply for a DTV as well based on your DTV. You would need to check with the embassy and see what they say about applying for a dependent DTV based on same sex marriage.
