Yes you can pick up from airport. Or she can book with pet hotel. You just can not have contact with her.

when she arrives at the airport after she pays for the pet import permit all she has to do is let staff know that family will be picking up the animal and they will arrange someone to take the animal to you right outside of the airportChris *****

I think someone asked a very similar question recently. I think the conclusion was if the cat is frozen then there should be no issues.
