Yes animals need to go kennels, there are a few posts on here with contacts and process to go through

You can only quarantine in Bangkok and Pattaya (and maybe Phuket but that's complicated).

Also animals are not allowed in ASQ hotels, this is a government policy not a hotel one. There are many posts about bringing animals into the country on the "Farangs Stranded Abroad due to lockdown in Thailand" Facebook page.
