TLDR : Answer Summary
If you have extended your 60-day tourist visa by an additional 30 days and then leave Thailand, a re-entry visa will only keep your original stamp active; it will not grant you another 60 days upon re-entry. For a new 60-day stay, you would need to apply for a new tourist visa at a Thai embassy. A simple border crossing would give you an additional 30 days, which can also be extended by 30 days.

If you want another 60 days visit a nearby Thai embassy and apply for a new tourist visa. Just doing a quick border crossing to a nearby country and returning will give you 30 days. Both extendable by 30 days

You only get another 60 days if your tourist visa was a multi-entry, valid for 6 months. If so you would not need a re-entry permit.

No, your permitted-to-stay-until-date stays the same. A re-entry permit works only to keep your current stamp "alive" when you leave Thailand. A re-entry permit would NOT add any day to your current (before departure Thailand) stamp.
