TLDR : Answer Summary
A traveler with a 30-day visa exempt in Thailand can leave for Vietnam and upon returning, receive a new 30-day visa exempt stamp. There is generally no issue as long as there is no problematic history regarding previous visa exemptions.

If he doesn’t have a history of visa exemption/tourist visa entry from before then there generally would be no issue. Lots of tourist do hops over to other countries whilst traveling around Asia. If he’s got prior history then that’s a whole different ball game.

The visa exempt stamp is "cancelled" when he leaves Thailand.

1. Arrive in Thailand day 1 on a 30 day visa exempt.

2. Leave Thailand for Vietnam on day 15.

3. Return back to Thailand on day 17. He would get a new 30 day visa exempt stamp then.

4. That stamp can be extended by another 30 days for 1,900 THB at the local immigration office.
