Can my friend apply for an 'unable to travel' extension after a medical extension in Thailand?

My friend entered on a tourist visa, went on amnesty and then got a "medical" extension of stay valid until the end of December. Can he then, in December, apply for an "unable to travel" extension. He's a UK citizen.

Okay, I'm going to use this post to respond to EVERYONE who has a "medical extension".

IF you had a letter from a doctor or a hospital and went to your own immigration office (as in the one in the area you live in) and got a medical extension you shouldn't have any problem getting an "unable to travel due to covid" extension

BUT

If you handed your passport and a pile of baht to someone who GOT you a medical extension (most likely from a province you don't live in or use) there is a HIGH chance you will have problems getting an unable to travel due to covid extension at your immigration office.
