Are 30-day extensions being given out for people who got the 60-day entry stamp on arrival? Chinese passport. Asking for a friend. Thank you!
Answer summary
People holding a 60-day entry stamp on arrival can apply for a 30-day extension at immigration, but they must meet specific conditions related to their point of entry (land border vs. air) and previous extensions within the last year. It's important to apply and pay for the extension as it is not automatically given.

Ben DG first trip will be fine for entry and extension as long as visa exempt is still 60 days when they arrive
You must apply and pay for them at immigration. Whether you qualify for one or not will depend on if the person entered via a land border or by air, and whether they have already had a 30-day extension to a visa exempt entry in the last year.
