I'm aware that Indian Passports get a 14 day VOA but this traveller requires a visa for 30 days or more.

The traveler requires a visa for 30 days or more? Nice, but on what basis requires this traveler a visa, there is a big difference in a business visa, need some Thai company documents or a tourist visa?

HCMC has a nice list, Hanoi does not have this list.
To be certain if an Indian passport holder can apply, you need to contact the Consulate as they ask on their website, which I copied as requirement nr 7

Unless they have resident status in Vietnam NO. Must obtain their visas in their home country India.
