Can I travel to another country while my Thailand DTV visa is being reviewed and enter Thailand from there?
I applied for Thailand DTV from my home country, but I'm wondering if I can
A) travel to another country during review period (my home country's embassy doesn't require any walk in interivew, and i already have my documents all prepared)
B) enter Thailand from that country, and not the home country I applied from.

That's a question for the consulate you applied via. The great majority of consulates require you to remain within their jurisdiction during the entire process, whether or not they conduct interviews is immaterial. It would have helped if you'd mentioned which consulate

As long as they don't ask you for an interview yes, and after visa is approved can enter from any country.
