Hi, I have been travelling from Hong Kong to Phuket and back on visa on arrival every 28/29 days on a New Zealand passport. Have heard I can do this as often as I like? Tourist visa. Is this the case?

Just a small mix up. The Visa on Arrival is only 15 days and as you have the New Zealand passport you're not eligible to use this. So I guess you just made your way to Phuket without a Tourist Visa, bought at a Thai Embassy or Consulate and got stamped in as Visa Exempt Entry for 30 days. If doing this by airplane there is no official limit, but there are reports that after 5 or 6 times questions can be asked by Immigration Officers. They can ask 3 proofs, funds of minimum 20.000 Thb, accommodation and onward travel, if you have all three than it should be no problem.
You can get 30 day visa extension (if that's what you were asking for in your follow up question) at immigration in Phuket on every entry for 1900 baht... no official limit to these either.
