Can I change from one ED visa to another ED visa without going out from Thailand.

That is totally between the two schools (the one you're at now, and the one you will be attending) and the immigration office.

Some will let you do it and some won't. What we normally see is you cancel the current ED visa extension with paperwork from your school, then get a 60 day covid extension and THEN apply for a new 90 day ED visa with the new school

You'll have to check with the new school and the immigration office you'd be using to see if they will allow it or not

Yes but they have to cancel everything and start from Non B again. It's all about the money. Give me money.
