Can I send a friend to submit my 90-day report to immigration in Chiang Mai?

I am living in Surat Thani and need to make a 90 day report at Chiang Mai Immigration, due April 20. Since the online tool has been down, and due to the Songkran holiday I planned a trip last minute to Chiang Mai on the 19th, tomorrow. However with the covid situation and new quarantine requirement to return to Surat Thani I'm seeing if there is a way to avoid traveling to report in person.

I saw that, in Bangkok at least, it says you can send an authorized person to submit the paperwork for you. Can I send a friend in Chiang Mai to submit it for me?

Is it possible to mail the documents to immigration even if it's after the deadline in these extenuating circumstances?

If you mail 90days reports documents later than the mailing due date, in many cases IO just sending those documents back to you without letting you submit the report. But you can try anyway if you want to.. And if you still are in a window of mailing, you need to use your address connected to your extension as the return address. It may be a cause of trouble if you use a different address, especially in a different province.

thanks, I'm outside the window of mailing. Using the same return address is no problem, but don't know if it would be accepted due to the proximity of the due date.

Yes. If your friend, or someone you trust, has access to your passport, they can do the 90 day report for you. IF they don't, you can ignore the 90 day report, however you will be fined 2K THB the next time you do something at the immigration office.

Thanks, I removed the offending language.

Is the ONLY penalty a 2k baht fine? If it doesn't affect my visa status, I can pay the fine on my next trip to immigration without a problem.

it just 2k thb fine and maybe a big stamp mentioning you were late to report. Still not affect your extension.

Yep, only a 2K THB fine :) Don't affect your current visa status, or your future visa status at all

I could send copies of passport and other related docs electronically, but my passport is with me. Is physical passport a requirement to report in person on behalf of someone else? Seems it would not be with online and mail in options, but I do not know.
